When you try to set the CPU cycles, do it running around in a town: with my 1,8 GHz CPU occupation reach 100% at 10,000 cycles (DOSBOX v0.63). Using the latest version (0.65 as of now) dosbox can play Daggerfall at _reasonable_ speeds. The only problem with this settings are slightly choppy videos, but rest of the game is normal. I can set dosbox to 18000 cycles with 0.63, seems nearly full-speed, and only 17000 with 0.65.
